Once a minister ( Politician ) from a corrupt third world country went abroad on a personal invitation from a minister from another nation. He was surprised at the extravagant red carpet welcome . After a while, he asked his host how he managed to extend such an expensive reception without any state sponsorship. The man took him to the window and pointing out to river, said , “ Did you see that river?”, and the answer was “ Yes”, “ Do you see that Bridge on the river?”. And the answer was again “ Yes”, The minister said “ 10 Percent”.
Then, the next year , the minister from the third world country invited his counterpart to his own country and threw and even grander welcome. The man , though flattered was surprised and asked him how he could manage such opulence without support from the state. The minister smiled and took his perplexed friend to the window and asked : “ Can you see that river ?” and the answer he got was “ yes” . Then he asked “, “ Do you see the bridge on the river ?” and the answer was “ No “. The minister said “ 100 Percent “.
