Well this might be complicated so I'll explain how it works .

Around the rectangle have to be arrows . If there is a five then there have to be 5 arrows showing into THIS DIRECTION. The question is how the arrows need to be used so it tells the truth .
Well I needed 2 days for it.

A arrow be used in those directions: left, right , up, down , Diagonal down left and right, and diagonal up left and right . The 0 (Zero means ) no arrow shows at this direction.
