Here is a list of things I've compiled from various people telling me. These aren't just my views, they're the views of many other people.
Forum
A lot of alliances don't have a forum, and this hurts them. You should get a forum so your members can communicate. I suggest getting forums from here:

These are easy to learn, and easy to manage. Make sure to let guests be able to see your forums, or else they won't know anything about your clan!
Website
Not really important if you have a good forum. All of the info on a website could easily be put into a forum.
Assigning Leaders
Until you get at least 20 members, you really don't need any mods. The admin can take care of this. It's a good idea to assign people you trust to different parts of your clan, like member management, forum management, and similar jobs.
Getting Members
The first place to go is to your friends. That's an easy bunch of members right there, that you can trust. Don't limit your clan to only accepting one race, or one strategy. And definatly make a thread here.
Command Chain
Can be useful when people are looking at your alliance. People assume that if you have a good command chain, you're good to your officers.
Picking a Name
Never a good idea to have a name like Eclipse's Clan. Names that mean something tend to do better.
Clicker
Alliances with clickers are prefferable to most people because they can get an extra boost in the beginning of a round. Even if you just have a clickmaster, it's very helpful.

Give your Members Stuff
Always give out gold and Q$ to your members. This attracts new members and keeps the old ones.
Merging with Others
If you decide to merge with another group, make sure your members don't get the bad end of the deal. Make sure you have equal powers with the other leader, and that your members are also equal with theirs. I suggest getting a new name and forums too.
