Both of us have lvl 9 Spy level
Info recon revealed he has:

Spies 738
I had 900 spies myself
Sent all of them on a goldrecon mission.

First time in 4 ages that I lost almost all of my spies on a goldrecon mission and I have never seen this happen to anyone goldreconning me.

If this indeed is a bug I would appreciate receiving the lost spies back.

It's not a bug. It's the famed random factor.
