Sai seems to be the strangest so far I have seen but hikaru is catching up fast by learning from him... well to episode 46 anyways lol

I am not sure if he is the best or not I think that Hikaru has more potential than anyone else in the series though

No Sai isn't the best, as hard as he tried he could never complete the hand of god aka divine move, he could only pass on the information to another generation of Go players
