Hello, this is an effect my brother taught me and it's really cool.

This is if you make alot of ripples and you mostly do blue and red colors.

This is not as much ripples and done with green, purple, yellow and blue.
Note*: You can also see it in Graphics Showcase.
Program Used:CS2 Photoshop probably will only work on few I'm pretty sure it won't work on Gimp 2.0.
Step1:
Open up a solid white background with any size you want (most use 300W100H) and know where your render is going to be but don't put it in yet.
Step 2:
Now get the Gradient tool and put either a Cyan or light green color, then go to the top corner on the side your render will be on, then click on the corner and move towards the corner to make a very small line. It should get the whole page (or close).
Step 3:
Click Filter>Render>Lens Flare... now make the flare on the opposite side of banner of the render (e.g if you're going to put your render on the right side, put the flare on the left)
Step 4:
Go to Filter>Distort>Ripples... Set it for -999 and click DONE now click Filter>Distort>Ripples... (yes again) now put it in the range of (950- 980-).
Yes, it makes a difference.
Step 5:
Open up your render, get the Magic Wand tool and click somewhere where it only clicks a very tiny small portion that it won't matter if you lose that part. Right click and put <Select Inverse> then press Ctrl+C (this is copy) then go to the page with your background and press Ctrl+P (this is paste) then you can move and set it where it's supposed to be.
Note*: to do that press Ctrl+T (move and resize).
Step 6:
Now go to Filter>Liquify... since you already know where your render is even if it's not there in that general area, try to do it where it makes a sphere.
Note*: Tip on making a sphere, push away from where the render is then push it in a circular motion.
Yay it's done... now to add the cool multi-color effect.
Step 1B:
Layer>New Adjustment Layer>Color and Balance...
Step 2B:
Mix around to whatever you like (make sure the sphere by the character is a different color then the rest, don't worry it multi-color when you mess just watch).
Step 3B:
Now duplicate the background slide and go back to Layer>New Adjustment Layers>Color and Balance and mess with the color some more until it's 3 of your wanted colors.
