ending series without showing all zodiac characters

Well... if you really want to see all the zodiac characters you can read the manga. But the story get more and more sad.

yeah the story does get more sad but anyways they couldn't show all the zodiac people because when the anime was written the manga-ka of fruits basket had broken her writing arm and so she was only on book 6. So all the anime company had to work with was those six books that's why it ends where is does.
