Depends one what the clarrification of 'battle of wits' mean.
Kira has the ruthlessness, which saves resources for conflict.
Yet 'L' obviously has no life, and doesn't have anything of social value to worry about. Which probably means he has more time to sharpen his mind.
It would probably go to 'L'.
But I wouldn't want to be L, if you know what I mean.
but in the end:
Kira's weakness is: That he has to stay hidden.
L weakness is: That he has to stay within the law.
