Ginji at 100% is Raitei at 100% and thus not really ginji anymore. There actually aren't any numbers involved like Krusnik from trinity blood where he says Krusnik 80% or whatever so we'll never truly know but the mere fact that Ginji was so easily able to avert back from thunder emperor in an instant just from the sight of seeing ban get stabbed is far from being thunder emperor because as i said before, thunder emperor is another side of ginji that he explained he can loose control over and therefor not really him anymore but a different personality that doesn't give a hoot about anything that goes around him (ex. ban being stabbed).
Besides ginji already has the ability to control the energy in matter. Imagine raitei making full use of that...he can blow anyone up if he wanted to since everyone is made up of particles that generate power and energy. Ginji being shocked by high voltage wires is also very funny but the fact that he can heal from that and that he draws on energy around him would make him invincible... assuming there is a power source close enough around him (hint: infinity city itself).
Aha! My friend the "Dominator" had just reminded me of a very important saying that Akabane had said! He said he wanted to see how far he could go with his abilities so he went, as you say 100% Akabane on Ginji. Akabane was enjoying the fight and wanted to test his own capabilities. Sadly Ban got stabbed instead, but that surely was akabane at his full strewngth at the time. He was pushed to wanting to go all out on ginji! WOOSH!

Oh oh ginji also came up against an opponent that were two brothers that inhabited the same body. One of them had the ability to change a sword to create black holes or a very powerfull vaccume that ginji over powered with his brute lighting strength! But you have to remember! this happens outside infinity city! and he is just normal Ginji!!! Oh he can create walls that block bullets! and make tornadoes that blow up in your face! That's normal ginji!!!!!!
