Didn't he leave infinity city so that the Thunder Emperor side of him wouldn't completely take over? He said it himself that if he stayed he'd loose himself to the Thunder Emperor and eventually destroy infinity city and his friends. I mean normal Ginji outside infinity city can block bullets and create hurricanes/tornados by manipulating energy in particles and static energy. >.> I think that says something.
Ginji is the only real character who hasn't shown everything he's got because if he did it'd be everyone vs him since Thunder emperor is supposedly an existentialist and exists outside the laws of good and evil (pure instinct and oblivious to his surroundings).
We saw Akabane loose to Ban really badly and Thunder emperor is supposed to have complete control over the world inside infinity city due to the fact that he doesn't really think but wills it (which is why even Makubex cannot keep normal non-Raitei Ginji from beating his ass in infinity city). Maybe if Akabane can tap into infinity city's power then he'd get stronger.
Ofcourse it's just an opinion. =/
Oh yeah! don't forget the killer body guard. Rekishi or smthing like that. He's supposed to be un-killable...seems that way too. I wonder how he'd fair if he could tap into infinity city's powers.

You are somewhat correct. In the battle between Akabane and Ginji
we see that Ginji reaches his 99% thunder emperor status. That's why he was able the revert back to normal Ginji when Ban blocked Akabane's sword. Plus, when Ban beat Akabane, Akabane still lived. However, in the battle I first mentionned, Dr.Jackal was pretty much controling Ginji and was going to kill him, but....as I mentionned before, Ban blocked the attack with his shoulder. I don't think 1 more measly percent would have made much difference. Or we would have seen MUCH more lightning when Ginji was at 99%.
